The World Bank defines non-governmental organizations or NGOs as “private organizations that pursue activities aimed at alleviating suffering, promoting the interests of the poor, protecting the environment, provide basic social services, or undertake community development”. Over the past fifty years, it has been noted that there are more non-governmental organizations that have been prominent and evident in the field of community development than ever before, trying to fill the gaps governments either won't, or can't. (Shah, 2005). Lewis and Kanji (2009) describe NGOs as organizations that aim to promote, but not limited to, social, political and economic change. In some countries, the government has influenced the creation of NGOs to play an increasingly important role. influential role in a variety of activities that impact the lives of many people. According to Clark (1991) NGOs constantly assist the government in achieving its development objectives, such as public information, education and communication campaigns, or by providing information on the situations and needs of particularly vulnerable groups. In this sense, NGOs have conducted multiple researches and applied this information to different dimensions of the community. This paper aims to provide significant evidence on the role of NGOs in community development in the Philippines. Furthermore, it will focus on two main components of NGO contributions: funding and research. NGOs Fund Community Development Local NGOs have also helped shape the community in simple ways. To conclude, there are many valid elements or principles for community development. The author chose these five principles that he believes will help community developers design their plans and be sensitive to the needs of people in the community. It is also emphasized that in the initial phase of the program there should be acceptance and necessary behavior change. These principles will also help convey the importance of collaboration and initiating self-help projects and activities in any program. Finally, the author wants to underline the indispensable function of the government in supervising sustainability and allocating funds for community development.
