Based on the listed learning objectives, outcomes and KCF principles, the focus is on the development of young children's cognitive skills, ability to learn, on problem solving and the ability to transfer knowledge. In addition to focusing on cognitive development, MOE is also concerned with the development of the whole person. An example of the key outcomes of preschool education, such as knowing what is right and what is wrong, being able to relate to others, and loving family, friends, teachers, and school, is an example of curriculum as humanism. The legislation governing the KCF is the Child Care Center Act (CCCA), the Child Care Center Regulations (CCCR) and the Education Act (EA). CCCA and CCCR were established to monitor, license and regulate child care centers for children aged 18 months to 7 years. The EA was established to regulate nurseries for children aged 4 to 6 years. There are also various agencies being set up such as the “Early Childhood Development Agency (ECDA), which serves as a regulatory and development authority for early childhood”.
