It should act as a policy maker and advisory body to the central government and state governments. It should implement ways and means to promote wildlife conservation and effectively control poaching and illegal trade in wildlife and its products. Reports on progress in the field of wildlife conservation in India and suggestions on measures to improve it should be collected from time to time. The State Council also serves as an advisory body to the state government: -In formulating the policy of granting licenses and permits under this Law;In selecting and managing areas to be declared protected areas;In any matter relating to the modification of any plan; In relation to the matters to be taken up to harmonize the needs of the tribals and other forest dwellers with the protection and conservation of wildlife; andIn any other matter connected with the protection of wildlife which may be referred to the State Government.Hunting of wild animalsWild animals specified in Schedules I, II, III and IV, except as provided in Sections 11 and 12, shall not be hunted by any person. Any wild animal injured or killed will be government property. The State Government which may in good faith order the killing or injury of any wild animal for its own safety shall not be considered an offence. The government may grant permission to kill a specific wild animal for special purposes such as scientific research, education, or scientific management. In any case, killing a wild animal is a punishable offense (Section 9-12). It is permitted to kill and injure any wild animal in good faith and in self-defense.
