At the end of World War II, two US senators, Lister Hill and Harold Burton, proposed a law to allocate federal revenue to the construction of new hospitals. This law was accepted in 1946, becoming the main reason for the expansion of the hospital system in the United States (Sultz & Young, 2014, p. 115). In 1980, Clark, Field, Koontz TL, and Koontz VL concluded that this law had helped significantly increase the number of hospital beds.
