Most rivers are those used by large communities as a supply of drinking water and to farmers for their produce. The State Department assembled a commission of competent persons and conducted an investigation into the risks and consequences of this project. Some of the conclusions about the spills were, for example, that: "One million gallons of tar spilled into the Kalamazoo River in Michigan... 40 miles of this river is still contaminated to this day." Another example of spills affecting communities was a 20-foot crack in a pipeline in 2013 that caused a massive oil spill, damaging residential neighborhoods and Lake Conway in Arkansas.
