The current era emphasizes discoveries and technological advances that allow the world to eliminate territorial boundaries. However, how does this affect the state's power over its citizens? How can they have authority over their citizens without the confusion of globalization and rapid change? The answer must analyze the beginning of human development, that is, his education. Education has undergone a transformation. Some might say that education has become training to adapt to the needs of society. Whether education has changed or not, the state is able to control its citizens by influencing their critical development, through the education system. In Ivan Illich's Deschooling Society, he states that “universal education through schooling is not feasible.”1 Within this statement, he noted that there is a shift to the point that education is no longer offered in schools. How has it changed? Why did it change? Is this transformation for the better of the people or the state? These questions will be explored throughout the essay. Specifically, through understanding James C. Scott's concept of high modernism, in Seeing like a State, this essay will demonstrate how high modernism influenced the transformation of education into a business that creates the obedient citizen and the struggle of power between society and individuals. It is assumed that the more certificates you obtain, the greater your chances of increasing your future opportunities. On the other hand, there are some elites who have done well for themselves without certification, such as Bill Gates and Steve Jobs.
