(Berger 244) It can be seen this way because it was planned in advance, however the inhabitants of Hiroshima were warned three days before the bombing and an attempt was made to pass the Potsdam Declaration which called for the surrender of Japan. The motivation for the bombing was not an act of terrorism but an act to end the war as quickly as possible. Berger only sees the consequences of the attack and does not consider the emotional decision that Harry Truman and the others were behind in deciding which line. of conduct was necessary. Truman would have had to bear the lives of approximately 1 million victims if he had chosen to invade Japan instead of bombing Japan. It might not change Berger's views, but it might change his thoughts on the United States and on the bombings, if anything, the feelings for the city of Kyoto spared it from the destruction of the second atomic bomb that bombed Nagasaki.
