It is a chord accompaniment throughout the piece. As the basso continuo became a common form to put over music, it was easier to play music without certain notes, and this is how improvisation in the Baroque was born. It is even said that Bach improvised many of his pieces on the piano and in his head and transcribed them later. In this way much of current baroque music can be seen as improvisation.
