The development of early childhood education and care services in Australia is not as easy as we think. Starting from the end of the 19th century. and from the beginning of the 20th century. there have been many changes, challenges, beliefs and discussions. When you look back at historical phases and compare to the current phase, there is much better funding, resources, policies and practices for having quality preschool education. Early childhood services began in the late 19th century. and the beginning of the 20th century. There are two different early childhood services: early childhood education and early childhood care. Both provide education and care for children from 0 to 5 years old, however they have different goals, objectives and programs. (Elliott, Early Childhood Education: Pathways to quality and equity, 2006) Australia's historic and traditional early childhood services divided into early childhood programs and education programs. As a result of this policy, funding, resources and administration were different. Under the early childhood care services program there are some different services such as long day care, family day care, occasional care, on-farm child care, multi-functional children's services, multi-functional services for Aboriginal children, group Aboriginal play, enrichment program, cell phones and toy libraries. and home care services. The main idea is to support ideological equality for women in workforce participation. In history, women like to have the same right as men to have the opportunity to work.
