Lincoln had to figure out how to use them for the best interest of the Union. In July 1862, Lincoln told his cabinet that he would issue a proclamation that would affect all states, but would exempt border states and remain loyal to the Union. Secretary of State William Seward warned Lincoln to wait until the Union began winning more battles to improve its chances. Lincoln was patient and finally got his chance on September 22, 1862. they are, and henceforth will be free; and that the executive government of the United States, including its military and naval authorities, shall recognize and maintain the liberty of the said persons” (Proclamation). The Emancipation Proclamation did not completely free the slaves due to its military measures. Even though his power was limited, it was still a crucial turning point in the Civil War and in Lincoln's views on slavery. It will subsequently transform into an even more radical movement than 13
